Dr. Jeffrey Brosco Named Florida’s Deputy Secretary for Children’s Medical Services
The Florida Department of Health announced that Jeffrey P. Brosco, M.D., Ph.D., professor of clinical pediatrics and associate director of the Mailman Center for Child Development at the University of Miami Miller School of Medicine, has been named Deputy Secretary for Children’s Medical Services (CMS). As Deputy Secretary, Brosco will oversee the Division of Children’s Medical Services, the Office of the CMS Managed Care Plan and Specialty Programs, and CMS area offices.

“Dr. Brosco brings over 30 years of experience in the organization of health care services for children with special needs, practical experience as a clinician and administrator as well as leadership experience at the state and national levels which makes him ideally suited to lead this division,” said Surgeon General Dr. Celeste Philip. “I am confident that Dr. Brosco will be an excellent leader for Children’s Medical Services.”
Brosco currently serves as the Title V (maternal and child health) statewide consultant for CMS and was a regional medical director for CMS from 2012-2015. For the past 21 years he has served the Miller School in several capacities, including as director of faculty education development in the Department of Pediatrics and director of the Leadership Education Neurodevelopmental Disabilities Program. He is also the chair of the Pediatric Bioethics Committee at Jackson Memorial Hospital.
From 1998-2003 he was the Robert Wood Johnson Foundation’s Generalist Faculty Scholar; from 1998-2016, a member of the Health Care Task Force on the Florida Developmental Disabilities Council; from 2001 to the present, director of Population Health Ethics at UM’s Institute for Bioethics and Health Policy; and a member of several newborn screening committees and workgroups throughout his career.
“For the last 30 years I’ve been teaching and writing about systems of care for children,” Brosco said. “I’m thrilled to now join my colleagues in the Department of Health to figure how best to care for the 800,000 children in Florida with special health care needs.”
Brosco graduated from the University of Pennsylvania with a degree in history and sociology of science in 1985. In 1992 he earned his medical degree from the University of Pennsylvania School of Medicine, completing his residency in pediatrics at Jackson Memorial Hospital. He returned to the University of Pennsylvania in 1994, receiving his Ph.D. in history and sociology of science.
A CMS provider since 1997, Brosco continues to teach and practice both general and developmental pediatrics. He has been active in national health policy groups including the Newborn Screening Translational Research Network, the Advisory Committee on Heritable Disorders in Newborns and Children, and the National Workgroup on Standards for Systems of Care for Children and Youth with Special Health Care Needs.
He has published more than 100 articles in scholarly journals and periodicals, has received millions of dollars in research grants, and has given countless lectures, presentations and talks on topics from the history of 20th century health care for Philadelphia’s children to pediatric bioethics.
